Before buying any plot near Hyderabad, two checks can save you from a costly mistake: GO 111 and the Prohibited Property (22-A) list. Here is what each means and how to check that a plot is safe.
What is GO 111?
GO 111 is a government order that restricts development in the catchment area of the Osman Sagar and Himayat Sagar lakes near Hyderabad, covering many villages within a 10 km radius. Plots inside the GO 111 zone face heavy building and layout restrictions, which affects their value and usability. Always confirm a plot is outside the GO 111 zone.
What is the Prohibited Property (22-A) list?
Section 22-A of the Registration Act lets the government list properties that cannot be registered, such as government land, assigned land, endowment land or land under dispute. If a survey number is in the 22-A list, the Sub-Registrar will refuse registration. This is one of the most important checks before buying.
How to check a plot before buying
- Check the 22-A list: verify the survey number is not in the Prohibited Property list at the SRO or online.
- Confirm it is outside GO 111: cross-check the village and survey number against the GO 111 zone.
- Verify approval: ensure the layout is HMDA or DTCP approved with a valid LP number.
- Take an EC: an Encumbrance Certificate confirms a clean transaction history.

Red flags
- Seller avoids sharing the exact survey number.
- Unusually low price for a prime location.

Frequently asked questions
How do I know if a plot is in the GO 111 zone?
Ask for the village name and survey number, then cross-check against the GO 111 catchment area of Osman Sagar and Himayat Sagar. A local lawyer or our team can confirm.
What happens if land is in the 22-A prohibited list?
The Sub-Registrar will refuse to register it, so you cannot get legal ownership. Never buy a plot whose survey number appears in the 22-A list.
